The site now presents an opportunity to rethink and revitalise Toombul - creating a place that responds to its history while better supporting the needs of the community into the future.

The Vision
A revitalised, connected and resilient precinct
The proposal for Toombul brings together a revitalised shopping centre, new public spaces and improved connections to create a more open, accessible and community-focused destination. Designed to support both everyday needs and social activity, the precinct integrates retail, dining and green spaces within a walkable and easy-to-navigate environment. While residential offerings are proposed for the site, the primary focus remains on delivering the retail shopping centre. Key elements of the proposal include: A Renewed Retail Core: A contemporary shopping centre that brings retail back to Toombul, supporting local services, everyday convenience and new dining experiences. New Public Spaces and Landscaping: Green spaces for people to meet, relax and spend time outdoors with connections to Kedron Park. Walkable Connections: A network of pedestrian friendly spaces that improve movement through the site and connect to surrounding areas and public transport. Integrated bus interchange and easy access to the site from Toombul Train Station. Flood-resilient Design: Design approach that responds to the site’s flood history, incorporating resilience measures to support safe and reliable operation into the future. Flexible for the Future: A masterplan that allows the precinct to evolve over time, supporting a more diverse and active destination as community needs change.

Planning for
the future
The renewal of Toombul is a multi year project that will be delivered progressively in stages. The first step in this process is the preparation of an overall master plan, with the overall purpose to establish the overarching framework for building envelopes, land uses, key public spaces and transport routes (road, pedestrian and cycle), ahead of more detailed development proposals. The proposal is intended to deliver a range of benefits for the local community, including:
- More Green and Open Space: Landscaped areas, shaded spaces and places to relax and gather.
- Improved Access and Connections: A more walkable, accessible and easy-to-navigate precinct.
- A More Resilient Future: A design that responds to flooding and supports long-term use of the site.

What is a master plan?
The master plan sets the overall vision and structure for the site. It shows the intended land uses, building envelopes, public spaces and how people will move through the area.
How will the proposal respond to flooding?
Flood risk will be a fundamental consideration in the preparation of the master plan. The site is significantly affected by localised flooding during major rain events, and the proposed redevelopment provides a clear opportunity to implement robust mitigation measures. The design will incorporate a range of measures to respond to the site’s flood history and improve how the precinct performs during flood events. This includes considering building design, levels, layout and landscape treatments to support safe and reliable operation into the future.
What types of shops and uses are proposed?
At this stage, specific stores or tenants have not been confirmed for Toombul. The current approval process is focused on establishing the overall master plan and land uses, rather than securing individual retailers. Tenant mix is typically determined closer to delivery of each stage, once detailed designs are finalised and market conditions are clearer.
What we can confirm is that we are aware that the community are interested in seeing similar retailers to the former centre (i.e. Coles, Kmart etc) & we are aligned in bringing those important businesses back to the community. Where can I share my interest for future tenancy opportunities?
We are in the early stages of the project, with our current focus on the master planning process. While it's too early to begin leasing conversations, we understand there is significant interest in being part of Toombul's future. What is happening to the Toombul bus interchange?
The Toombul bus interchange is an important part of the local public transport network and to the functionality of the site. The proposal is being developed with consideration of how public transport continues to operate in the area, including the role of the bus interchange. Discussions with relevant stakeholders, including transport authorities, will inform how the interchange is integrated into the future precinct.
How will the proposal protect and enhance Kedron Brook?
We recognise the importance of Kedron Brook as a significant environmental and community asset. While the interface beyond the site boundary falls within Council land, we will work closely with Council to deliver an integrated edge condition that responds to its setting. The future design will incorporate considered landscape, environmental and public realm outcomes that enhance connectivity and reinforce the character of the Kedron Brook corridor.
How will the community be involved throughout this process?
Working with the local community is a priority for this project. Community engagement will occur throughout the planning process, with opportunities for people to share local knowledge, insights and priorities along the way.
